Scott Jacobs Joins Intellicheck Mobilisa as Senior Vice President for Identity Systems
Experienced Executive with Extensive Counterterrorism Background to Lead Company’s Identity Systems Initiatives
Intellicheck Mobilisa, Inc. (NYSE Amex: IDN), a global leader in access control and wireless security systems, has appointed Scott Jacobs as Senior Vice President overseeing business development opportunities for the Company’s identity system products.

Mr. Jacobs served as acting director of the U.S. Department of Defense Counterintelligence Field Activity (CIFA), overseeing a staff of 900. As the principal advisor to the Under Secretary of Defense for Intelligence, Mr. Jacobs managed CIFA's counterintelligence efforts in addition to directing the day-to-day operations, which included coordinating terrorist lists within the Defense Department intelligence community, such as the “No-Fly List,” managing all personnel, resources, programs and activities.
As a former Naval Criminal Investigative Agent (NCIS), Mr. Jacobs has served as an Executive Assistant Director in charge of NCIS’s Combating Terrorism Directorate. He oversaw all terrorism investigations and operations impacting Navy and Marine Corps personnel and assets worldwide while supervising a staff of 450 government and contractor personnel and a budget of approximately $150 million.
Among his many accomplishments, Mr. Jacobs is credited with streamlining suspicious incident reporting processes and overhauling vulnerability assessments to better secure forces and critical infrastructure. He led efforts to create tools in order to quickly disseminate threat-based information to domestic and foreign law enforcement partners and expanded NCIS’s overseas presence in support of the Navy’s maritime strategy. In partnership with the FBI, he created the first multi-agency maritime security training program for federal law enforcement personnel.
Scott Jacobs led the development of the LInX (Law enforcement Information Exchange) program in the Pacific Northwest, while he was the Special Agent in Charge of the NCIS office in Seattle. LInX shares law enforcement information among local law enforcement agencies. This program has grown and is help protecting nine major metropolitan areas to include San Diego and Washington DC area.

Mr. Jacobs was most recently Senior Vice President and leader of the Federal Systems Group at 21st Century Systems Inc., a company focused on decision support software.
